Decentralization can be interpreted as authority what overflows and public function responsibility of governance of center to governance of organization or area governance of independent semi governance organization or area or private sector.

Decentralization can be divided into four category that is;

1. Political Decentralization

2. Fiscal Decentralization

3. Decentralization Market

4. Administrative Decentralization

Important Role of forest for human being change in line with culture and history. In industrial state, requirement of wood for the construction of downhill fuel and, but the degradation in following with perfection to recreation, clean water and medium to Release stress of modern life. The all the things can be provided by forests. Forest also function as filtering carbon, therefore reboisation activity have important role in reduction of glasshouse effect.

Forest have come to attention of world and all states have to continue to manage their forest better.
