Isn't it administration become more important than straightening of criminal law in case contamination of environment. There is elementary difference between administration law and crime. If administration law can be applied by before there is occurence, or when there are indication the happening of contamination. Differing from criminal law which shall only be applied by after there is occurence. Despitefully, in straightening of administration law also still can be conducted by dicker, and also do step solving of him also all kinds of, un-found in criminal law.
