Greenpeace: E-waste is mounting problem for health and environment

AMSTERDAM, Netherlands: Millions of tons of disused electronic equipment containing toxic chemicals and heavy metals are being dumped every year without recycling or safe disposal, Greenpeace said in a report released Thursday.

More than 80 percent of televisions, computers, mobile phones and other equipment escape proper handling in the United States, and about 75 percent in the European Union, the environmental group said. In India, 99 percent of such "e-waste" is mishandled, it said. "The introduction of appropriate reuse, recycling and recovery technologies is not keeping pace" with growing sales, said the report, entitled "Toxic Tech: Not in My Back Yard." More than 1 billion mobile phones were sold last year alone. A mobile phone contains 500 to 1,000 components, many of them containing potentially dangerous metals like lead, mercury, cadmium and beryllium, as well as hazardous chemical flame retardants.

EU regulations require producers to be responsible for retrieving their branded products brought out after August 2005, a rule meant to encourage manufacturers to use more recyclable material to reduce their disposal costs. Greenpeace researcher Martin Hojsik said the report was timed to coincide with discussions with the European Commission on reviewing the directive for controlling electronic waste.

Within the 27-member EU, recovery works better in some countries than in others, Greenpeace said. About 6.6 million tons of the 8.7 million tons of equipment the EU produces annually is not collected or treated properly, it said. No precise data exists on what happens to this waste, it said. The United States has "a relatively unsophisticated infrastructure" to collect waste electronic goods, but several states are requiring producers to have take-back schemes, it said. Much of what Greenpeace calls the "hidden flow" of hazardous waste is exported to countries like India, China and Thailand. Workers in a thriving "informal sector" in those countries strip down the goods to recover components for second-hand equipment or to harvest valuable metals and raw materials. The process is dangerous to the health of the workers and to the environment, the report said.

Hojsik said exporting such waste is illegal in Europe, but the United States has no laws against exporting equipment for recycling. He said the report, which was one year in the works, draws on more than 100 sources, including reports from the U.S. Environmental Protection Agency, a U.N. University study for the EU commission late last year, company reports and interviews with stakeholders.

LONDON: Five environmental activists were arrested after they climbed onto a plane at London's Heathrow Airport on Monday to protest plans to build a third runway there.

Greenpeace said the activists walked across the tarmac and climbed onto the British Airways Airbus A320 after it landed on a domestic flight from Manchester in northern England. The three men and two women wrapped a banner around the tail fin reading: "Climate Emergency — No Third Runway."

Greenpeace opposes plans for a third runway at Heathrow, Europe's busiest airport, saying it would make global warming worse by increasing carbon dioxide emissions. Heathrow operator BAA PLC said the protesters were arrested after about 90 minutes and taken to the airport's police station. The activists were later released on bail, police said. BAA PLC said the airport was operating normally Monday and that a full investigation would be launched.

Along of that various effort conducted people to prevent to add the destroying of environment. Like carried out him of KTT Earth, Protocol Kiyoto, etc. Even some states which still exploit fossil fuel, trying to lessen glasshouse effect by using natural gas fuel which economically very competition when compared to usage of coal or petroleum. Only in fact natural gas also remain to generate CO2, but slimmer if compared to usage of coal and petroleum. Global warming complaint against carmakers is dismissed

NEW YORK: The courts do not have the authority or the expertise to decide injury lawsuits concerning global warming, a judge in San Francisco ruled in dismissing a suit brought by the State of California against six auto companies.

The decision Monday, by Judge Martin Jenkins, was welcome news for automakers, who had suffered a defeat last week in federal court in Vermont. In the decision last week, Judge William Sessions III endorsed Vermont regulations meant to reduce greenhouse gases emitted by cars and light trucks. More than a dozen states have similar rules, and a lawsuit challenging such regulations in California is pending. In the case decided Monday, California claimed that the six car companies produced vehicles that accounted for more than 20 percent of human-generated carbon dioxide emissions in the United States and more than 30 percent of those emitted in California.

The suit claimed that the emissions were a public nuisance and sought billions of dollars in damages. Jenkins wrote that resolving the questions presented in the suit was not a proper task for the courts. "The adjudication of plaintiff's claim would require the court to balance the competing interests of reducing global warming emissions and the interests of advancing and preserving economic and industrial development," Jenkins wrote. The two decisions are not necessarily at odds. They collectively suggest that states may address climate change through their legislatures and executive branches, but not through the courts.

Given national and international debate on the issues, Jenkins wrote, "the court finds that injecting itself into the global warming thicket at this juncture would require an initial policy determination of the type reserved for the political branches of government." Indeed, he continued, a decision from the court on awarding damages for increasing global warming could potentially undermine the choices of the political branches.

SEC petitioned on climate State officials, pension funds and environmental groups petitioned the U.S. Securities and Exchange Commission on Tuesday to force companies to disclose more to investors about how climate change might hurt the bottom line, Bloomberg News reported from Washington. The state treasurer of California, Bill Lockyer; the state attorney general of New York, Andrew Cuomo; and the chief financial officer of Florida, Alex Sink, were part of the group that filed the request with the SEC, according to Environmental Defense and to Ceres, a coalition of investment funds and environmental groups that is based in Boston.

Turns Focus to Greenhouse Gases

In a striking shift in the way the Bush administration has portrayed the science of climate change, a new report to Congress focuses on federal research indicating that emissions of carbon dioxide and other heat-trapping gases are the only likely explanation for global warming over the last three decades.

In delivering the report to Congress yesterday, an administration official, Dr. James R Mahoney, said it reflected ''the best possible scientific information'' on climate change. Previously, President Bush and other officials had emphasized uncertainties in understanding the causes and consequences of warming as a reason for rejecting binding restrictions on heat-trapping gases.

The report is among those submitted regularly to Congress as a summary of recent and planned federal research on shifting global conditions of all sorts. It also says the accumulating emissions pose newly identified risks to farmers, citing studies showing that carbon dioxide promotes the growth of invasive weeds far more than it stimulates crops and that it reduces the nutritional value of some rangeland grasses. American and international panels of experts concluded as early as 2001 that smokestack and tailpipe discharges of heat-trapping gases were the most likely cause of recent global warming. But the White House had disputed those conclusions.

The last time the administration issued a document suggesting that global warming had a human cause and posed big risks was in June 2002, in a submission to the United Nations under a climate treaty. President Bush distanced himself from it, saying it was something ''put out by the bureaucracy.''

That may be harder to do this time. The new report, online at www.climatescience.gov, is accompanied by a letter signed by Mr. Bush's secretaries of energy and commerce and his science adviser. The White House declined yesterday to explain the change in emphasis, referring reporters to Dr. Mahoney, assistant secretary of commerce for oceans and atmosphere and the director of government climate research.

In an interview, he said the report was mainly an update on the overall climate research program and was not intended to be a conclusive ''state of the science'' summary of the administration's thinking. A series of 21 reports are promised on particular issues in coming years, he said, and the studies on climate models, agriculture and other subjects mentioned in the new report are ''significant but not definitive.''

Still, the report was disputed by some groups, aligned with industry, that oppose restrictions on carbon dioxide emissions and have attacked science pointing to dangerous human-caused warming as flawed. Myron Ebell of the libertarian Competitive Enterprise Institute said the report was ''another indication that the administration continues to be incoherent in its global warming policies.''

At the same time, the report did not please environmental groups, which have repeatedly criticized Mr. Bush for opposing efforts to require restrictions on the gases linked to global warming, though he has gradually come around to the position that warming is at least partly caused by emissions. ''The Bush administration on the one hand isn't doing anything about the problem, but on the other hand can't deny the growing science behind global warming,'' said Jeremy Symons of the National Wildlife Federation.

The studies in the report that point to a human cause for recent warming all involved supercomputer simulations of climate, which have increased in power over the last several years. The latest analysis, done at the National Center for Atmospheric Research in Boulder, Colo., found that natural shifts in the output of the sun and other factors were responsible for the warming from 1900 to 1950, but could not explain the sharp and continuing rise since 1970.

The report's section on agriculture focused on several studies in which fields and grasslands were exposed to doubled concentrations of carbon dioxide, with growth patterns in plants shifting in ways that could harm yields.

Exxon Mobil has publicly softened its stance toward global warming over the last year, with a pledge of $10 million in annual donations for 10 years to Stanford University for climate research.

At the same time, the company, the world's largest oil and gas concern, has increased donations to Washington-based policy groups that, like Exxon itself, question the human role in global warming and argue that proposed government policies to limit carbon dioxide emissions associated with global warming are too heavy handed.

Exxon now gives more than $1 million a year to such organizations, which include the Competitive Enterprise Institute, Frontiers of Freedom, the George C. Marshall Institute, the American Council for Capital Formation Center for Policy Research and the American Legislative Exchange Council.

The organizations are modest in size but have been outspoken in the global warming debate. Exxon has become the single-largest corporate donor to some of the groups, accounting for more than 10 percent of their annual budgets. While a few of the groups say they also receive some money from other oil companies, it is only a small fraction of what they receive from Exxon Mobil.

''We want to support organizations that are trying to broaden the debate on an issue that is so important to all of us,'' said Tom Cirigliano, a spokesman for Exxon. ''There is this whole issue that no one should question the science of global climate change that is ludicrous. That's the kind of dark-ages thinking that gets you in a lot of trouble.'' He also noted, ''These are not single-agenda groups.''

The organizations emphasize that while their views align with Exxon's, the company's money does not influence their policy conclusions. Indeed, the organizations say they have been sought out in part because of their credibility. ''They've determined that we are effective at what we do,'' said George C. Landrith, president of Frontiers of Freedom, a conservative group that maintains that human activities are not responsible for global warming. He says Exxon essentially takes the attitude, ''We like to make it possible to do more of that.''

Frontiers of Freedom, which has about a $700,000 annual budget, received $230,000 from Exxon in 2002, up from $40,000 in 2001, according to Exxon documents. But Mr. Landrith said the growth was not as sharp as it appears because the money is actually spread over three years.

The increase corresponds with a rising level of public debate since the United States withdrew from the Kyoto Protocol, some of the groups said. After President Bush rejected the protocol, a treaty requiring nations to limit emissions of heat-trapping gases, many corporations shifted their attention to Washington, where the debate has centered on proposals for domestic curbs on the emissions.

''Firefighters' budgets go up when fires go up,'' said Fred L. Smith, the head of the Competitive Enterprise Institute. Myron Ebell, an analyst from the institute, spoke at last year's Exxon shareholders' meeting, where he criticized a renewable energy resolution proposed by a group of shareholders.

Exxon's backing of third-party groups is a marked contrast to its more public role in the Global Climate Coalition, an industry group formed in 1989 to challenge the science around global warming. The group eventually disbanded when oil and auto companies started to withdraw. As companies were left to walk their own path, Exxon shifted money toward independent policy groups.

''Now it's come down to a few of these groups to be the good foot soldiers of the corporate community on climate change,'' said Kert Davies, a research director for Greenpeace, which has tried to organize an international boycott of Exxon.

Exxon's publicly disclosed documents reveal that donations to many of these organizations increased by more than 50 percent from 2000 to 2002. And money to the American Legislative Exchange Council, a conservative group that works with state legislators, has almost tripled, as the policy debate has moved to the state level.
