Turkey delays inauguration of first nuclear plant tender

ISTANBUL, Turkey: Turkey on Thursday delayed the opening of a tender for the construction of the country's first nuclear power plant.

The energy ministry was waiting for a government audit agency to comment on the tender's technical details before potential bidders could be invited, state-run media said. Officials said earlier but it was not clear how long the delay would be. Turkey has recently experienced frequent cuts in its natural gas imports from Iran and Azerbaijan, on which it relies heavily for electricity production. Nuclear power is one of the best options Turkey has, Energy Minister Hilmi Guler has said. "We must use this technology while minimizing its risks," Guler said at a recent Istanbul conference.

Power plants fueled by natural gas produce nearly half of Turkey's total electricity output. NATO member Turkey imports a majority of its natural gas from Russia and Iran. Guler said nuclear power should answer 20 percent of Turkey's energy needs and decrease reliance on imported gas, thereby providing energy security. Alim Isik, a lawmaker on the parliamentary committee that prepared the law allowing a nuclear plant, said nuclear technology had potential but that Guler's vision was not realistic. Construction of nuclear plants take up to a decade, he said, making it difficult to have a high nuclear energy capacity in short term.

Turkey is working hard to be an energy conduit between the gas- and oil-rich Caspian region as well as the Middle East, and the energy-hungry West. Nabucco, a pipeline project that will stretch from Turkey to Austria, aims to carry natural gas from the Caspian and the Middle East to Central and Western Europe, reducing energy dependence on Russia. The pipeline will not be operational before 2013.

Recent reports say Turkey is opposed to a French gas company building the Nabucco pipeline mainly because of French opposition to Muslim-majority Turkey's bid for European Union membership. A French nuclear energy company, Areva, is reportedly interested in building the Turkish nuclear power plant.

But lawmaker Yilmaz Tankut, who was involved in the nuclear issue and is a member of a nationalist party, said the job should not be given to a company from a country with which Turkey has "outstanding problems." The Mediterranean port city of Mersin has been designated as the primary site for the nuclear plant. Another plot on the Black Sea coast, Inceburun in Sinop province, is planned for a second nuclear plant, state-run news agency Anatolia said. Hilal Atici, Mediterranean climate and energy campaigner of Greenpeace, said both sites were prone to earthquakes and that construction of nuclear plants was far too costly.

LONDON: Shiny, spacious and still having the construction dust brushed away before opening next month, Heathrow's Terminal Five is the latest bid to help unclog the world's busiest international airport. After the longest public inquiry in British planning history, lasting nearly four years, the 4.3 billion pound passenger terminal may go some way to easing the frustrations of the 67.3 million passengers who squeeze through the airport which began as a tented village in 1946. But even as the shops from Gucci to Prada to Harrods are being fitted out in the terminal, due to open on March 27, protests are mounting at plans for another phase of expansion aimed at enabling Heathrow to keep pace with a forecast doubling of flights in Europe over the next 20 years.

A public consultation on the next steps finishes on Wednesday, with campaigners furious over noise pollution, carbon emissions and local disruption. They also question the validity of studies showing expansion to be vital to the British economy. Experts say around one-third of Heathrow flights are currently delayed -- one of the highest rates in the world. Business leaders have long complained of frustration and wasted time, and some argue the logjam is jeopardising London's financial centre. "Bankers already hate flying from Heathrow," said Tom Otley, editor-in-chief of magazine Business Traveller UK. British newspapers repeatedly criticise the airport and even airport operator BAA is damning about its current facilities.

"Heathrow is old and tired," said spokesman Simon Baugh. "Terminal Five should allow us to start changing that. The effect should be immediate." Three of Heathrow's four existing terminals were built before 1968. Anyone who has travelled through the airport has joined crowds from around the globe which throng around ageing baggage carousels in low-ceilinged halls. Unexpected events such as a 2006 security scare have left passengers waiting for hours or days. With a capacity of 35 million passengers a year, Terminal Five can handle half the airport's current throughput of passengers, taking pressure off existing terminals and opening scope for their redevelopment.

Ceilings are higher in the new terminal, and vast glass walls offer views across the airport. BAA says the new gates, taxiways and parking spaces also offer more flexibility than anything at present, which should reduce delays. After six years of building and testing, the new terminal -- which will take only British Airways flights -- will include a range of restaurants. The champagne bottles are already lined up in the business class lounge.

MORE NEEDED?

But with Heathrow's two runways already stretched to capacity, Terminal Five will offer no new flights, just new terminal capacity. BAA and the government now want space for new flights. As airlines keep snapping up new planes, they are calling for a third runway and sixth terminal to avoid Britain losing out to airports in mainland Europe, and position it to service emerging key destinations particularly in China and India. "We certainly wouldn't want to get back to the kind of overstretch we have today," said BAA's Baugh.

The company says it wants to avoid delays that slowed the approval of Terminal Five and allowed problems at the existing airport to get worse. Activists from Greenpeace breached airport security on Monday, climbing aboard an aircraft and unfurling a banner. But besides general protests at the risk to the global climate in such a development, about two million people who would be under Heathrow's flight path if expansion went ahead are gearing up for a fight. They threaten court action if the expansion does get the green light.

Part of the problem is space. In contrast to most other European airports that remain underused for their size, Heathrow is running out of room. The new terminal was built within the existing airport boundaries -- on the site of a sewage works. To make the next step up, homes would have to be demolished, including 700 in the nearby village of Sipson. Many houses in Sipson already display posters and banners opposing the new runway -- but some are also becoming dilapidated as owners put off refurbishment until they know their fate.

"You do things like put off putting in a new bathroom," said 62-year-old resident Linda McCutcheon. "The money they are offering won't let us get anywhere else around here. But we're certainly not giving up." With backing from some local councils and London mayor Ken Livingstone, the campaigners believe they can prompt a rethink. Otherwise, they say noise pollution from flights and new road links will blight thousands of properties across particularly West London.

Some residents and environmental campaigners say they may also resort to more direct action, chaining themselves to buildings and blocking bulldozers. The protesters -- many of whom fought Terminal Five but have now largely accepted it bar complaints about light pollution -- also say a further expansion would again risk creating the kind of overcrowding seen in recent years. "Terminal Five might actually make things easier at Heathrow," said anti-expansion campaign chairman John Stewart. "But this new expansion could make everything worse again."

SHANGHAI, China: Rich industrialized nations must help the developing world pay for a shift to cleaner technologies to fight climate change, British Foreign Secretary David Miliband said Tuesday during a visit to China's financial center. Major developing nations such as China and India will face a devastating "boomerang effect" of devastating effects from global warming such as drought and crop disruptions if they do not opt for cleaner, less polluting economic development, Miliband told students at the China-Europe International Business School. Adapting energy technologies that emit fewer of the greenhouse gases viewed as a main contributor to climate change "does not sacrifice development but ... it is much more expensive than high-carbon development," he said.

"The question is, who pays for it?" Miliband said. "The richer countries have got to lead in taking the burden of paying for the shift to a lower-carbon economy." Scientists believe carbon dioxide is one of the leading contributors to global warming. hina, which chiefly relies on heavily polluting coal to fuel its surging economy, now rivals the United States as the world's largest emitter of greenhouse gases.

Britain backs calls for industrialized countries to help the developing world cope with the consequences of centuries of pollution by the West. Last month, British Prime Minister Gordon Brown pledged about 50 million pounds (US$98.3 million; €66.3 million) to support investment in energy efficiency, renewable energy, clean coal and carbon dioxide capture-and-storage technology during his first state visit to China. China has pledged to improve energy efficiency, while insisting on its right to pursue the economic growth needed to supply jobs to its 1.3 billion people.

For the poorest countries, the focus should be on promoting sustainable development, Miliband said. "Their aid programs have got to be 'greened,'" he said.

Miliband was to travel to the southwestern industrial hub of Chongqing before heading to Beijing later in the week. During a stopover in Hong Kong, he said Monday that he would discuss the issue of Sudan with his Chinese counterparts, but added that Beijing alone should not be held responsible for trying to end the conflict there. "We all have our responsibility to use our weight in the country and in the international arena to argue for dialogue, for responsibilities on both sides."

LONDON: Virgin Atlantic conducted the world's first flight of a commercial aircraft powered with biofuel on Sunday in an effort to show it can produce less carbon dioxide than normal jet fuels. "This breakthrough will help Virgin Atlantic to fly its planes using clean fuel sooner than expected," Sir Richard Branson, the airline's president, said before the Boeing 747 flew from Heathrow Airport to Amsterdam's Schiphol Airport. "The demonstration flight will give us crucial knowledge that we can use to dramatically reduce our carbon footprint," he said.

Some analysts praised the jumbo jet test flight as a potentially useful experiment. But others criticized it as a publicity stunt by Branson, and noted it comes as scientists are questioning the environmental benefits of biofuels. "It's great that somebody like Richard is willing to put some of his billions into an experiment aimed at reducing the climate change impact of aviation," said James Halstead, an airline analyst at the London stockbroker Dawnay Day Lochart. "But there are a lot of unanswered questions about the usefulness of biofuels in the battle against global warming," he said.

Sunday's flight, which landed safely in the Netherlands, was partially fueled with a biofuel mixture of coconut and babassu oil in one of its four main fuel tanks. The jet carried pilots and several technicians, but no passengers. Virgin Atlantic spokesman Paul Charles predicted this biofuel would produce much less CO2 than regular jet fuel, but said it will take weeks to analyze the data from Sunday's flight. It is just the latest example of how the world's airlines are jumping on the environmental bandwagon by trying to find ways of reducing aviation's carbon footprint.

These efforts have included everything from finding alternative jet fuels, to developing engines that burn existing fuels more slowly, to changing the way planes land. The experiment by Virgin Atlantic and its partners — Boeing, General Electric and Imperium Renewables — also comes at a time when high oil prices and the U.S. economic slowdown are promoting consolidation in the airline industry.

Aircraft engines cause noise pollution and emit gases and particulates that reduce air quality and contribute to global warming and global dimming, where dust and ash from natural and industrial sources block the sun to create a cooling effect. About a year ago, the European Commission said greenhouse gas emissions from aviation account for about 3 percent of the total in the European Union and have increased by 87 percent since 1990 as air travel cheapened. Charles said Virgin's Boeing 747-400 jet and its engines did not have to be redesigned to use biofuel on the test flight.

He said CO2 emissions on a normal flight are generally three times the fuel burned, and that technical engineers on the test flight will take readings and analyze data to estimate its greenhouse gas emissions. The world is currently rushing to develop biofuels, especially ethanol from corn and cellulosic feedstock such as switchgrass and woodchips, as a substitute for gasoline.

But recent scientific studies have found that almost all biofuels cause more greenhouse gas emissions than conventional fuels, if the full emissions costs of producing these "green" fuels are considered. To support biofuel development, a large amount of natural land is being converted to cropland globally. The destruction of natural ecosystems releases greenhouse gases into the atmosphere when they are burned and plowed, and deprives the planet of natural sponges that absorb carbon emissions. In addition, cropland absorbs far less carbon than the rain forests or even scrubland that it replaces. That is one reason Mark Jacobson, a civil and environmental engineering professor at Stanford University, questioned the test flight's value.

"The recent studies are just the latest ones to show problems with biofuels," he said. Even if biofuels reduce airline's CO2 emissions, they will still produce significant air pollution of particles and oxides of nitrogen in the upper atmosphere, Jacobson said. He also said such test flights should be evaluated by independent scientists, not just technicians working for the companies involved.

Branson said even though Sunday's biofuel was made from babassu oil in rain forests and coconut from plantations, airlines should one day be able to use biofuel made from algae drawn from sewage treatment plants, not from the food supply. He urged environmentalists to stop criticizing such experiments as gimmicks and to support efforts to find technological breakthroughs aimed at fighting global warming.

ROME: The average global temperature will rise to a devastating level by 2030 if China and India do not begin curbing energy use and carbon emissions immediately, officials of the International Energy Agency predicted Wednesday.

Speaking at the World Energy Congress, the officials noted that 60 percent of the global increase in emissions from 2005 to 2030 would come from India and China. By next year, China will overtake the United States as the leader in carbon emissions, the agency predicts; some studies suggest that this has already occurred.

Citing a World Energy Outlook from the agency last week, the officials said that if current development trends continued unchanged, total carbon emissions would rise by 57 percent by 2030, leading to a global temperature increase of 6 degrees Celsius, or 10.8 degrees Fahrenheit, by 2030.

The Intergovernmental Panel on Climate Change, the United Nations entity that presents its final report in Valencia, Spain, on Saturday, has estimated that global emissions would cause a warming of 1.8 to 4 degrees Celsius by the end of the century. Many scientists say 2 degrees is the threshold beyond which there would be significant social and economic disruption.

The agency officials said that by 2015, China, the United States and India would be ranked 1, 2 and 3 respectively in global emissions, accounting for more than half of the world's total, the officials said. "So without moving these three countries, we should expect no realistic results in reducing emissions," said Fatih Birol, chief economist of the agency and the report's chief author.

Such pronouncements by the agency in the past week have put new pressure on China and India, as well as the United States, to participate for the first time in global environmental treaties, like the Kyoto Protocol, that specify emissions limits. That treaty expires in 2012 and world leaders will meet in Bali, Indonesia, next month to develop a follow-up program.

China and India have resisted inclusion in global climate-change pacts, saying that emissions limits would be a severe handicap for their economies and efforts to improve the lives of citizens. The United States has refused to participate in plans that involve emissions caps, especially if developing countries are not included. Achim Steiner, executive director of the United Nations Environment Program, noted that emerging economies deserved help in environmental improvement, which is often costly. "It is a question of sharing the burden and how to do it. That is at the heart of the negotiations," he said by telephone.

Indeed, T. Sankaralingam, managing director of NTPC, India's largest utility, said climate concerns inevitably took a back seat in countries that were still trying to pull millions of people out of poverty. "The priority for our country is economic growth and accessibility to energy for the people," he said at the energy congress. "We need to build power plants, and transportation systems." He noted that 600 million people in India have no access to electricity. "People below the poverty line should not be denied the benefits of economic growth," he said.

Nobuo Tanaka, the designated executive director of the International Energy Agency, recognized the needs of people "striving for social and economic change" and the "concerted efforts" China and India have made recently to begin to address environmental problems. Still, he called the current trajectory "unacceptable." "We are all for China to grow, but we want it to grow with policies," he said. Who should bear responsibility for installing cleaner technologies in developing countries like India and China remains a huge open question.

"We in the developed world will have to help pay for the transformation not only in our own country but in other countries as well," said Kurt Yeager of World Energy Council Energy and Climate Change Study Group, USA.

But in recent weeks, agency officials have stressed that if a solution was not found to curb the growth of energy use and improve energy efficiency in India and China, the trend would become harder and harder to reverse. China and India are building huge numbers of power plants to meet energy over the next 10 years, and 90 percent will burn coal. Coal is a highly polluting but relatively inexpensive source of power, making it the choice for developing countries. While technology exists to make coal plants somewhat cleaner, it is expensive.

"What choices China and India make will be with us for 60 years," said Birol, the agency economist. "These are locked in investments."

Birol added: "Here in Europe in Brussels, in Paris, we talk about biofuels and photovoltaic cells. But in the world it is coal that increases most in the energy mix, especially in India in China." Likewise, choices made in construction and manufacturing today in developing countries will leave a long-lasting legacy. Cheap but low efficiency appliances like refrigerators and air conditioners being manufactured in countries like China to supply upwardly mobile populations will create emissions for years to come.

Measured in square meters, one half of the world's construction is in China, Birol said, and the quality of windows and walls is poor, so the resulting buildings waste enormous amounts of energy. "They will be with us for decades," he said.

British companies to fight climate change together

LONDON: The largest British companies, including BP, Tesco and BT Group, pledged to offer greener products and invest in research and technology as part of a wider push to reduce carbon emissions and serve as models for other countries.

In a concerted effort, 18 of the top British top companies — ranging from carmakers and airlines to retailers and banks — were to publish a report Monday in which they promised to develop new products and services that would allow customers to cut their carbon footprints. The initiative is also intended to send a message to companies around the world to move climate change higher up their agendas. "Carbon needs to be part of the DNA for businesses just like health and safety has become over the years," said Richard Lambert, director general of the Confederation of British Industry, which helped coordinate the report.

They also said they would develop a standard for all companies involved in the initiative to regularly report their carbon emission levels, invest in technology and emission-saving projects, and promote "greener" behavior among their own employees, starting with the reduction of emissions from company cars and offices. The group did not say how it planned to ensure that its members stuck to their pledges but said the savings from cutting emissions would encourage them to do so.

"There is an urgency, and the sooner we do it the better and the cheaper," said Ben Verwaayen, chief executive of the telecommunications company BT and chairman of the task force group, whose members employ two million people worldwide and generate more than £1 trillion, or $2.06 trillion, in revenue. The report is the result of British businesses addressing issues raised by The Stern Review, a study published last year on the impact of global warming on the economy that was commissioned by the British government. The review, led by the government's top economist, Nicholas Stern, concluded that spending about 1 percent of global gross domestic product on stabilizing emissions today would avoid having to pay about 5 percent to 20 percent in the future. Such predictions have ensured that global warming has remained high on the government's agenda, and Prime Minister Gordon Brown has pledged to establish an advisory committee to help it meet its target of cutting carbon dioxide emissions by 60 percent from 1990 levels by 2050.

But some businesses have been skeptical in the past about government initiatives to introduce legislation on curbing emissions because they fear it would put them at a competitive disadvantage to rivals that are not bound by such laws. Lambert acknowledged at a press briefing Friday that competition issues were a concern but that British companies could use the need to cut emissions as an opportunity to become leaders in low-carbon technologies.

Iain Conn, head of BP's refining and marketing division, said that the return from some emission-reduction projects has more than covered investments in the necessary technology. Many companies have not yet realized they can actually make money from investing in such technology, he said. The report said that responsibility to cut climate-changing emissions lies with consumers, who through their purchases influence about 60 percent of British emissions; companies, which can enable customers to act by offering greener products; and the government, which should use tax cuts as an incentive for consumers. Consumers should be encouraged through tax cuts and cheaper products, for example, to invest in better insulation of their homes, an improvement whose financial benefits takes years for a consumer to recoup, the group said. In addition, if people were encouraged to buy the most efficient car in each class today, new car emissions could be reduced by a third. Further investments in air traffic management systems could cut fuel consumption by 12 percent, the report said.

Britain is responsible for about 4 percent of global emissions, more than its share of the 14 percent contributed by all 27 European Union member states. Within Britain, about 90 percent of emissions come from the transport, building, power and industrial sectors, and each sector will have to focus on different methods to cut emissions, the report stated. The building industry can cut most emissions by improving the structure of buildings and the use of lights, according to the report. The power industry can cut emissions by using more waste recycling, but also with the use wind and nuclear energy.

Some of the group's members, including Tesco and Shell, are already members of a similar but smaller group called .

The Corporate Leaders Group on Climate Change, which is currently working with the government to tackle climate change. Verwaayen said that if consumer and business behavior starts to change within the next two years, the cost for each household to keep emissions down could be limited to about £100 a year by 2030. "We need to support the consumer with better information and more choice" to make it easier for them to limit emissions, Verwaayen said.
