New uranium boom hits home as small Colorado town wages war on mine plans

NUNN, Colorado: Jean Hediger can stand at the edge of her organic wheat farm and look west to the Rockies, east toward this speck-in-the-road town and straight ahead into what she sees as her worst nightmare. A Canadian company's plans to establish a uranium mine just across the two-lane county road from Hediger's farm has triggered a bitter tug-of-war with residents of this fast-growing region about 70 miles (110 kilometers) north of Denver who fear the risk of contaminated water and other health problems.

"How do you farm organically next to a uranium mine?" Hediger asks. "It's pretty darned scary, isn't it?" Powertech Uranium Corp. Chief Executive Officer Richard Clement insists the firm's closed-system mining process, in which a solution of oxygen and sodium bicarbonate is injected to recover the uranium, is safe. "There's a lot of misinformation out there about nuclear, about uranium, about radiation, about the effects of mining," he said. "This is probably one of the most benign methods of mining that you're ever going to encounter."

Similar confrontations are occurring in the West, Nebraska and even Virginia as uranium companies try to meet a voracious global demand for new nuclear power plants and capitalize on rising prices — hovering around $90 (€61) per pound to $100 (€67) per pound, from a low of about $7 just five years ago. Uranium flourished in the 1950s, '60s and '70s for use in atomic weapons and then nuclear reactors. It was a heady time in the West as miners using Geiger counters staked out claims in areas with large uranium reserves such as Uravan, Colorado; Ticaboo, Utah; Grants, New Mexico and the Navajo Nation's lands in Arizona, New Mexico and Utah. The bottom fell out of the industry when the Cold War ended and uranium from weapons stockpiles flooded the marketplace. Its price plummeted from $40 a pound in the late 1970s to less than $10 a pound in the 1980s, according to the Colorado Geological Survey. The Three Mile Island reactor accident in 1979 and the 1986 Chernobyl disaster in Ukraine soured the public on the use of nuclear power.

Today, as more nations look to nuclear power as an alternative to coal and oil, the world's uranium supplies are dwindling. In the past two years, thousands of mining claims have been staked on federal lands in Arizona, Colorado, New Mexico, Utah and Wyoming. "Everything started picking up like crazy in '04 in those states," said Roger Haskins, a Bureau of Land Management specialist in mining law. Public awareness has risen again, too, as seen in the battle in northern Colorado.

Powertech, which is based in Vancouver, British Columbia, proposes a $20 million (€13.5 million) uranium mine west of Nunn. It is working to obtain operating permits and hopes to open the mine in 2009. Powertech has purchased uranium mineral rights on 5,760 acres (2,330 hectares) in Weld County for its operation. Across most of the West, residents who buy property own the surface rights — but most do not own the rights to minerals under their land, which can be sold or leased separately from public agencies and private firms and individuals. Powertech plans to use a process where the oxygen-and-baking soda solution will capture the uranium and carry it to the surface. The system is designed to keep water from escaping into the air. "You know how a water softener works? Well, it's exactly the same thing. It's a big water softener," Clement said. The uranium will be taken to another facility to be transformed into yellowcake, a refined uranium oxide used in the production of uranium fuel.

The mining process, called in-situ recovery, will be located away from potable water supplies, Clement said. One such mine has operated without incident in South Texas since 1974. Nunn, Colorado, is typical of rural America; just about everybody knows everybody else in this town of about 520 whose streets are carved from dirt. County roads ramble through wide open spaces of short-grass prairie that is home to burrowing owls, raptors and eagles. A former stop on the Denver Pacific railroad, Nunn has survived over the years on agriculture. Its center is a grain elevator, a cafe, a post office and a handful of businesses. A giant water tower boasts the phrase, "Watch Nunn Grow."

Five years ago, folks would gather at the grain elevator to chat about crop and cattle prices and catch up on the news. Since then, Greeley, Fort Collins and metropolitan Denver have reached into the fringes of the area, transforming it into a bedroom community. Farmers sold huge ranches to create 85-acre (34.5-hectare) ranchette lots for residents who wanted a rural lifestyle for raising their children, allowing them to participate in such time-honored clubs such as 4-H. Among the immigrants are Jay and Robin Davis, who moved into Nunn in February 2006, settling on an 80-acre (32.5-hectare) parcel. Davis researched oil, coal, natural gas and even diamonds to see whether any company could buy the mineral rights beneath his land. Finding few of those resources, he and Robin moved in and established a haven for children where they could learn about nature and sustainable living. They put up a clubhouse and offered riding lessons for neighborhood kids. They never once thought about uranium.

When they received a letter from Powertech informing them of the planned mine, the Davises thought it was a joke. "Our mineral rights are actually owned by Powertech," Robin Davis said. Hediger and her husband, Randy, bought their farm from Randy's father in 1988 and are the largest landowners around Nunn. They raise organic wheat and millet with the help of their 19-year-old son, Bryce, and hope to one day pass the land along to him. They didn't give uranium a thought either until they received the Powertech notice. "My family is threatened, just like my neighbor," Hediger said. Hediger and the Davises have joined hundreds of residents from Fort Collins to Greeley, packing town hall gatherings and city and county meetings to voice their opposition. A group called Coloradoans Against Resource Destruction has gathered 7,514 signatures on petitions seeking to stop the operation and posted small signs in the area that warn of the potential mine by using a familiar symbol for radiation. The opponents and the company also have taken their battle to the Internet. Powertech's Web site is called NunnGrow.com, which takes visitors to the company's home page where they can find details about the plan.

Opponents operate NunnGlow.com, which includes newspaper stories and editorials about the mine, updates on government action and risk studies on potential contamination. Colorado lawmakers are considering legislation to place restrictions on uranium mining and require mining companies to prove they will restore groundwater aquifers to pre-mining quality before they receive permits for in-situ operations. The bill also would require companies to show that technology exists to clean up any pollution that results from mining. Powertech, which has properties in Wyoming and South Dakota, has begun exploratory drilling on the site across from Hediger's farm to gather data for its application for an operating permit. It also will do air, weather, groundwater and engineering tests to submit to Colorado regulators.

Clement said the company will continue to communicate with residents in the area.

ISTANBUL, Turkey: Turkey on Thursday delayed the opening of a tender for the construction of the country's first nuclear power plant.

The energy ministry was waiting for a government audit agency to comment on the tender's technical details before potential bidders could be invited, state-run media said. Officials said earlier but it was not clear how long the delay would be. Turkey has recently experienced frequent cuts in its natural gas imports from Iran and Azerbaijan, on which it relies heavily for electricity production. Nuclear power is one of the best options Turkey has, Energy Minister Hilmi Guler has said. "We must use this technology while minimizing its risks," Guler said at a recent Istanbul conference.

Power plants fueled by natural gas produce nearly half of Turkey's total electricity output. NATO member Turkey imports a majority of its natural gas from Russia and Iran. Guler said nuclear power should answer 20 percent of Turkey's energy needs and decrease reliance on imported gas, thereby providing energy security. Alim Isik, a lawmaker on the parliamentary committee that prepared the law allowing a nuclear plant, said nuclear technology had potential but that Guler's vision was not realistic. Construction of nuclear plants take up to a decade, he said, making it difficult to have a high nuclear energy capacity in short term.

Turkey is working hard to be an energy conduit between the gas- and oil-rich Caspian region as well as the Middle East, and the energy-hungry West. Nabucco, a pipeline project that will stretch from Turkey to Austria, aims to carry natural gas from the Caspian and the Middle East to Central and Western Europe, reducing energy dependence on Russia. The pipeline will not be operational before 2013.

Recent reports say Turkey is opposed to a French gas company building the Nabucco pipeline mainly because of French opposition to Muslim-majority Turkey's bid for European Union membership. A French nuclear energy company, Areva, is reportedly interested in building the Turkish nuclear power plant.

But lawmaker Yilmaz Tankut, who was involved in the nuclear issue and is a member of a nationalist party, said the job should not be given to a company from a country with which Turkey has "outstanding problems." The Mediterranean port city of Mersin has been designated as the primary site for the nuclear plant. Another plot on the Black Sea coast, Inceburun in Sinop province, is planned for a second nuclear plant, state-run news agency Anatolia said. Hilal Atici, Mediterranean climate and energy campaigner of Greenpeace, said both sites were prone to earthquakes and that construction of nuclear plants was far too costly.

LONDON: Shiny, spacious and still having the construction dust brushed away before opening next month, Heathrow's Terminal Five is the latest bid to help unclog the world's busiest international airport. After the longest public inquiry in British planning history, lasting nearly four years, the 4.3 billion pound passenger terminal may go some way to easing the frustrations of the 67.3 million passengers who squeeze through the airport which began as a tented village in 1946. But even as the shops from Gucci to Prada to Harrods are being fitted out in the terminal, due to open on March 27, protests are mounting at plans for another phase of expansion aimed at enabling Heathrow to keep pace with a forecast doubling of flights in Europe over the next 20 years.

A public consultation on the next steps finishes on Wednesday, with campaigners furious over noise pollution, carbon emissions and local disruption. They also question the validity of studies showing expansion to be vital to the British economy. Experts say around one-third of Heathrow flights are currently delayed -- one of the highest rates in the world. Business leaders have long complained of frustration and wasted time, and some argue the logjam is jeopardising London's financial centre. "Bankers already hate flying from Heathrow," said Tom Otley, editor-in-chief of magazine Business Traveller UK. British newspapers repeatedly criticise the airport and even airport operator BAA is damning about its current facilities.

"Heathrow is old and tired," said spokesman Simon Baugh. "Terminal Five should allow us to start changing that. The effect should be immediate." Three of Heathrow's four existing terminals were built before 1968. Anyone who has travelled through the airport has joined crowds from around the globe which throng around ageing baggage carousels in low-ceilinged halls. Unexpected events such as a 2006 security scare have left passengers waiting for hours or days. With a capacity of 35 million passengers a year, Terminal Five can handle half the airport's current throughput of passengers, taking pressure off existing terminals and opening scope for their redevelopment.

Ceilings are higher in the new terminal, and vast glass walls offer views across the airport. BAA says the new gates, taxiways and parking spaces also offer more flexibility than anything at present, which should reduce delays. After six years of building and testing, the new terminal -- which will take only British Airways flights -- will include a range of restaurants. The champagne bottles are already lined up in the business class lounge.

MORE NEEDED?

But with Heathrow's two runways already stretched to capacity, Terminal Five will offer no new flights, just new terminal capacity. BAA and the government now want space for new flights. As airlines keep snapping up new planes, they are calling for a third runway and sixth terminal to avoid Britain losing out to airports in mainland Europe, and position it to service emerging key destinations particularly in China and India. "We certainly wouldn't want to get back to the kind of overstretch we have today," said BAA's Baugh.

The company says it wants to avoid delays that slowed the approval of Terminal Five and allowed problems at the existing airport to get worse. Activists from Greenpeace breached airport security on Monday, climbing aboard an aircraft and unfurling a banner. But besides general protests at the risk to the global climate in such a development, about two million people who would be under Heathrow's flight path if expansion went ahead are gearing up for a fight. They threaten court action if the expansion does get the green light.

Part of the problem is space. In contrast to most other European airports that remain underused for their size, Heathrow is running out of room. The new terminal was built within the existing airport boundaries -- on the site of a sewage works. To make the next step up, homes would have to be demolished, including 700 in the nearby village of Sipson. Many houses in Sipson already display posters and banners opposing the new runway -- but some are also becoming dilapidated as owners put off refurbishment until they know their fate.

"You do things like put off putting in a new bathroom," said 62-year-old resident Linda McCutcheon. "The money they are offering won't let us get anywhere else around here. But we're certainly not giving up." With backing from some local councils and London mayor Ken Livingstone, the campaigners believe they can prompt a rethink. Otherwise, they say noise pollution from flights and new road links will blight thousands of properties across particularly West London.

Some residents and environmental campaigners say they may also resort to more direct action, chaining themselves to buildings and blocking bulldozers. The protesters -- many of whom fought Terminal Five but have now largely accepted it bar complaints about light pollution -- also say a further expansion would again risk creating the kind of overcrowding seen in recent years. "Terminal Five might actually make things easier at Heathrow," said anti-expansion campaign chairman John Stewart. "But this new expansion could make everything worse again."

SHANGHAI, China: Rich industrialized nations must help the developing world pay for a shift to cleaner technologies to fight climate change, British Foreign Secretary David Miliband said Tuesday during a visit to China's financial center. Major developing nations such as China and India will face a devastating "boomerang effect" of devastating effects from global warming such as drought and crop disruptions if they do not opt for cleaner, less polluting economic development, Miliband told students at the China-Europe International Business School. Adapting energy technologies that emit fewer of the greenhouse gases viewed as a main contributor to climate change "does not sacrifice development but ... it is much more expensive than high-carbon development," he said.

"The question is, who pays for it?" Miliband said. "The richer countries have got to lead in taking the burden of paying for the shift to a lower-carbon economy." Scientists believe carbon dioxide is one of the leading contributors to global warming. hina, which chiefly relies on heavily polluting coal to fuel its surging economy, now rivals the United States as the world's largest emitter of greenhouse gases.

Britain backs calls for industrialized countries to help the developing world cope with the consequences of centuries of pollution by the West. Last month, British Prime Minister Gordon Brown pledged about 50 million pounds (US$98.3 million; €66.3 million) to support investment in energy efficiency, renewable energy, clean coal and carbon dioxide capture-and-storage technology during his first state visit to China. China has pledged to improve energy efficiency, while insisting on its right to pursue the economic growth needed to supply jobs to its 1.3 billion people.

For the poorest countries, the focus should be on promoting sustainable development, Miliband said. "Their aid programs have got to be 'greened,'" he said.

Miliband was to travel to the southwestern industrial hub of Chongqing before heading to Beijing later in the week. During a stopover in Hong Kong, he said Monday that he would discuss the issue of Sudan with his Chinese counterparts, but added that Beijing alone should not be held responsible for trying to end the conflict there. "We all have our responsibility to use our weight in the country and in the international arena to argue for dialogue, for responsibilities on both sides."

LONDON: Virgin Atlantic conducted the world's first flight of a commercial aircraft powered with biofuel on Sunday in an effort to show it can produce less carbon dioxide than normal jet fuels. "This breakthrough will help Virgin Atlantic to fly its planes using clean fuel sooner than expected," Sir Richard Branson, the airline's president, said before the Boeing 747 flew from Heathrow Airport to Amsterdam's Schiphol Airport. "The demonstration flight will give us crucial knowledge that we can use to dramatically reduce our carbon footprint," he said.

Some analysts praised the jumbo jet test flight as a potentially useful experiment. But others criticized it as a publicity stunt by Branson, and noted it comes as scientists are questioning the environmental benefits of biofuels. "It's great that somebody like Richard is willing to put some of his billions into an experiment aimed at reducing the climate change impact of aviation," said James Halstead, an airline analyst at the London stockbroker Dawnay Day Lochart. "But there are a lot of unanswered questions about the usefulness of biofuels in the battle against global warming," he said.

Sunday's flight, which landed safely in the Netherlands, was partially fueled with a biofuel mixture of coconut and babassu oil in one of its four main fuel tanks. The jet carried pilots and several technicians, but no passengers. Virgin Atlantic spokesman Paul Charles predicted this biofuel would produce much less CO2 than regular jet fuel, but said it will take weeks to analyze the data from Sunday's flight. It is just the latest example of how the world's airlines are jumping on the environmental bandwagon by trying to find ways of reducing aviation's carbon footprint.

These efforts have included everything from finding alternative jet fuels, to developing engines that burn existing fuels more slowly, to changing the way planes land. The experiment by Virgin Atlantic and its partners — Boeing, General Electric and Imperium Renewables — also comes at a time when high oil prices and the U.S. economic slowdown are promoting consolidation in the airline industry.

Aircraft engines cause noise pollution and emit gases and particulates that reduce air quality and contribute to global warming and global dimming, where dust and ash from natural and industrial sources block the sun to create a cooling effect. About a year ago, the European Commission said greenhouse gas emissions from aviation account for about 3 percent of the total in the European Union and have increased by 87 percent since 1990 as air travel cheapened. Charles said Virgin's Boeing 747-400 jet and its engines did not have to be redesigned to use biofuel on the test flight.

He said CO2 emissions on a normal flight are generally three times the fuel burned, and that technical engineers on the test flight will take readings and analyze data to estimate its greenhouse gas emissions. The world is currently rushing to develop biofuels, especially ethanol from corn and cellulosic feedstock such as switchgrass and woodchips, as a substitute for gasoline.

But recent scientific studies have found that almost all biofuels cause more greenhouse gas emissions than conventional fuels, if the full emissions costs of producing these "green" fuels are considered. To support biofuel development, a large amount of natural land is being converted to cropland globally. The destruction of natural ecosystems releases greenhouse gases into the atmosphere when they are burned and plowed, and deprives the planet of natural sponges that absorb carbon emissions. In addition, cropland absorbs far less carbon than the rain forests or even scrubland that it replaces. That is one reason Mark Jacobson, a civil and environmental engineering professor at Stanford University, questioned the test flight's value.

"The recent studies are just the latest ones to show problems with biofuels," he said. Even if biofuels reduce airline's CO2 emissions, they will still produce significant air pollution of particles and oxides of nitrogen in the upper atmosphere, Jacobson said. He also said such test flights should be evaluated by independent scientists, not just technicians working for the companies involved.

Branson said even though Sunday's biofuel was made from babassu oil in rain forests and coconut from plantations, airlines should one day be able to use biofuel made from algae drawn from sewage treatment plants, not from the food supply. He urged environmentalists to stop criticizing such experiments as gimmicks and to support efforts to find technological breakthroughs aimed at fighting global warming.
